Citizens have rights the government protects, and responsibilities that keep a community working.

Citizenship is a two-way deal. You have RIGHTS the government protects (speech, fairness, safety) AND RESPONSIBILITIES that keep it all working (follow laws, respect others, take part). Rights without shared responsibilities don't last. A good citizen enjoys both sides of the bargain.
