Undo in reverse order: peel off addition/subtraction first, then multiplication/division.

Two steps just means two layers to peel. Undo them in reverse of PEMDAS: get rid of the +/− first, then the ×/÷. 2x + 3 = 11 → subtract 3 (→ 2x = 8) → divide by 2 (→ x = 4).
