Temperature measures how fast particles jiggle; thermal energy is the total energy of all that jiggling.

Everything is made of particles in constant motion. Temperature tells you how fast they’re jiggling on average — hotter means faster. Thermal energy is the TOTAL jiggle-energy of all the particles, so a warm swimming pool holds more thermal energy than a hot cup of tea, even though the tea is hotter.
