OLL makes the entire top face one solid colour, ignoring for now whether the side pieces are in order.

OLL (Orient the Last Layer) has one job: turn the whole top face a single colour. It doesn't matter yet whether the pieces are in the right SPOTS — just that they all face up correctly. You recognise the top pattern and fire the matching algorithm; then the top is solid and ready for PLL.
